2. Screw tester into base lampholder and turn power on
3. The tester checks the starting pulse voltage and the open circuit voltage (OCV) of the ballast
4. Lamp 1 blinks--OK, Lamp 1 does not blink--check starter
5. Lamp 2 lights--OK, Lamp 2 does not light--check ballast - Electronic HID fixture ballast tester includes carrying pouch
